Two separate charges, shown separately on purpose. The permit fee goes to the Cebu Port Authority and is receipted by CPA (CPA AO 04-2004; AO 01-2020 (Citizen's Charter, form FM-PSD-04)). The convenience fee is for running this service.
Some purposes of entry are exempt — a ticketed same-day passenger, for example. If yours is, the application will say so and you will not be charged.
What to bring
One valid government ID, in your hand — you will photograph it. It must still be valid on the date you are entering the port.
